This book examines the agricultural innovation system in India during the period 1960-61 to 2010-11 at all India level and at state level from 1970-71 to 2010-11.The study is entirely based on secondary data. The data has been collected from various sources that is comptroller and Auditor General of India, NSSO reports and annual budgets of three state agricultural universities (Punjab Agricultural University, Ludhiana, Chaudhary Charan Singh Haryana Agricultural University, Hisar and Chaudhary Sarwan Kumar Himachal Pradesh Agricultural University, Palampur).The analysis shows that annual average growth rate of Indian agricultural R&D expenditure has been found to be very low that is 4.19 percent per annum during the period 2000-01 to 2010-11.Indian agricultural R&D is mainly focused on crop research that is it constitutes 80.55 percent, but the other sectors like fishery and livestock research and development expenditure are neglected by the Indian agricultural R&D system. During the period 2010-11 India has spent only 0.6 percent of its agricultural GDP on agricultural R&D, which is very low to achieve target of Agricultural Committee (2013-14) recommendation that one percent of agriculture GDP must be spent on agricultural R&D. So it is essential that public sector extension system should be improved and its performance in terms of knowledge acquisition and access to farmers should be improved.
